JSNAJoint JSNA and VCS pilot study in East Northants.

In partnership with NVC Northants the Joint Strategic Needs Assessment (JSNA) team at the PCT has begun a pilot study with a small group of voluntary and community sector organisations working in East Northants to examine how VCS organisations can feed their local community knowledge into the JSNA process, thereby enriching the JSNA local data.

Three organisations expressed an interest in taking part in the pilot: FAIR (Family Action in Our Region), supporting children and families in and around Rushden; East Northants Community Services who work to support the homeless in the area; and Northamptonshire Association for the Blind who work with the blind and visually impaired across the county and have an office in East Northants. Between them they have a unique and so far untapped source of knowledge and data about their client communities that could be invaluable to future versions of the JSNA. The challenge will be in identifying a robust system for data collection that can be replicated across the sector to ensure worthwhile data can be collected from a wide variety of sources.

Dominic McClean, Chief Executive of NVC Northants said “We are very excited about the contribution that the voluntary and community sector can make to the JSNA process. If this pilot succeeds and a robust system of data collection can be devised, our collective VCS data will provide important evidence that could feed in to the joint Health and Wellbeing strategy and so inform future commissioning”.

Northamptonshire’s Joint Strategic Needs Assessment 2011

Since 2007 all local councils and their partner NHS Primary Care Trusts have been required to undertake a health and wellbeing ‘joint strategic needs assessment’ (JSNA).

In Northamptonshire the JSNA identifies the key health and wellbeing needs of the population across the whole county. It focuses on evidence of need, contains evidence of what works and feedback from residents about what is important to them.

For third sector organisations it is a valuable source of local information and intelligence to support funding bids for new and developing services. In addition, proposals in the Health and Social Care Bill (2011) place a new statutory obligation on GP-led consortia and local authorities, through their local health and wellbeing boards, to produce an enhanced JSNA and an accompanying Joint Health and Wellbeing Strategy (JHWS) for commissioning purposes. This means that the JSNA becomes the means by which third sector organisations can find out how and why commissioning decisions are made.

Nene Commissioning Membership.

As part of the Health and Social Care Bill the responsibility for commissioning (purchasing) healthcare services in the NHS is transferring from Primary Care Trusts to Clinical Commissioning Groups (CCGs). In Northamptonshire we have two CCGs - Corby Healthcare (which covers Corby) and Nene Commissioning (which covers the rest of the county).

Nene Commissioning would like to invite you to help them shape local NHS services by joining their membership. The membership will be run on a 'locality' basis and is aiming to bring together local people and organisations to help shape local services. The membership will be open to anyone and your level of involvement is up to you, from simply receiving a newsletter right up to chairing a locality group.

If you would like to join the Nene Commissioning membership please visit www.nenecommissioning.com/membership to fill a short online form or phone 01604 651160.  You can also find us on Facebook at www.facebook.com/nenecommissioning and follow us on Twitter @NeneComm.
